Maintenance Leader

Brief Position Description:

The Maintenance Manager’s primary responsibility is to ensure the long term reliability of all plant assets including equipment, buildings, structures, and systems within budgeted cost targets. This is accomplished by serving as mentor and champion of the plant’s maintenance philosophy. Specific attention needs to be placed on managing the short-term and long-term needs of the operation and the maintenance personnel in a safe and efficient manner. This position is expected to take a leadership role in safety and continuous improvement. The Maintenance manager is also responsible for developing a competent, effective staff through capable leadership and sound personnel administration.

Safety, Health & Environment

• Participate, support, and monitor the Integrated Management System of H&S, to ensure continuous improvement of working conditions in the different maintenance department positions.
• Follow up on compliance H&S guidelines and standards by contractor personnel seeking continuous improvement of working conditions.
• Ensures that the Risk landscape and its action plans are permanently updated to eliminate and/or mitigate risks or impacts on the personnel in charge.
• Comply with and stay up to date on all company and regulatory rules and policies
• Actively participate in H&S company programs and initiatives
• Lead by example to promote company and regulatory rules, policies and programs with internal and external employees
• Participate in RCAs for accident/near miss events.
• Ensure that the team members receive training on safety standards

Performance

• Must be a successful Maintenance Manager proficient in PPM systems both in theory and in practice.
• Follow up the Key Management Indicators (KPIs) defined for maintenance processes, in order to optimize the maintenance results.
• Ensure that an assets maintenance plan is fully in place with the necessary resources available (people, tools, procedures) and followed for all plant equipment (from quarry to dispatch) with a formal record of the results of the inspection and required corrective actions.
• Develop contingency plans, risk analysis and asset replacement assessment to guarantee the continuity of the operation.
• Coordinate the inspection, preventive, breakdown maintenance and corrective maintenance of all plant mechanical, electrical and infrastructural equipment.

• Plans maintenance activities in a way that is compatible with the overall operation of the plant. Planning is both long term (3-Year Performance Plan and budget), or short term (monthly or weekly activities).
• Set objectives guidelines and priorities for the department.
• Report actions and results for his area through monthly activity letter and annual reports.
• Provide input for each function of the department toward cost budgeting, cost forecasting and control of department expenditures.
• Participate in the preparation of the long-term plan mainly in the setting of goals as well the identification and definition of projects necessary for staying in business and progressing.
• Participate in the definition of inventory optimization strategies (inventory levels, obsolete, items on consignment, etc.) to guarantee their availability when required.
• Support the maintenance personnel in technical aspects to make optimal and timely decisions that guarantee the operating conditions of the equipment.
• Maintain the staffing of department as per accepted guidelines and scope with plant demands through the use of overtime, contractors or other internal and external sources.
• Monitor performance of department employees (hourly or salaried) through formal and informal reviews.
• Ensure the competence of department employees (hourly and salaried) by initiating training, coaching, counseling or discipline procedures to respond to items identified in the performance reviews.
• Promote the participation from department employees (hourly and salaried) through delegation of responsibilities, sharing of information on the plant’s and department’s goals and constraints and recognition of individual performance.
• Constantly look for new methods of operation for the department which will improve equipment, reliability, maintain expected life span of equipment and optimize department costs.
• Develop procedures to ensure equipment reliability, maximize their service, minimize the cost and optimize the spare inventory.
• Redress plant emergencies and break downs with the appropriate resources.
• Embrace RCA process and actively drive and promote it within the department and plant.
• Responsible for plant sustaining capital projects management (Justification, Engineering support, Procurement, Cost Control, etc.)
• Works closely and collaboratively with other departments, Production, Quarry, Process, Shipping, Quality, and Environment.
• Ensure adequate planning, scheduling, and execution of major shutdowns.
• Promote the care of assets by generating spaces with the production and process departments in which actions are generated to ensure that the equipment is operated correctly
• Ensures all local and provincial and federal regulations are met or exceeded by following Argos best practices and the conditions of site permits are strictly adhered to.
• Ensure that the performance appraisal cycle for the maintenance team is in place and implement follow-up of the actions with the team (including mitigation action for risk of losing key people, annual and midyear performance interviews for all the subordinates, and training plans).

Specific Accountabilities

• Reliability and life expectancy of plant equipment.
• Respect of budget allowed for maintenance.
• Safe working conditions for department employees and other plant employees. Promote the safety policy.
• Compliance of department’s activities with plant policies.
• Competence, motivation and development of department employees and promotion of communication and cooperation within the department as well as with other departments.
• Work with the Environmental Manager to ensure adherence to the Environmental operating permit. Promote the environmental policy.
• Work with stores and purchasing personnel to develop spare parts inventory and stocking levels, and establish sourcing, competitive third-party service contracts, operational supplies and services contracts.
• Ensure that proper insurance, hold harmless and other documentation required for the protection of the company is in place before any vendors are permitted access to the property to begin work.
• Participate in the Maintenance Supervisor On-Call Program.

Education:

• Bachelor’s degree in technical field is required (Mechanical or Electrical Engineering Degree is preferred), or equivalent experience.

Experience:

• Minimum 5 years maintenance experience in the cement manufacturing or related industry.
• Understanding of complex mechanical and electrical technology and equipment.
• Well-developed written and verbal communication skills.
• Ability to work in a fast-paced environment with multiple priorities
• Well-developed leadership capabilities.
• Good troubleshooting, problem solving, analytical and organizational skills
• Strong cost management and forecasting skills
• Demonstrated commitment to safety
• Solid computer skills (Microsoft Excel, Word, Project, etc.)
